Scope of Work:
Capio Group is looking for an experienced Project Management Office (PMO) Lead to work as part of a system integration team to provide solution implementation, software licensing and maintenance, and optional post-implementation services for the Client. The team will develop and implement a Salesforce solution that will replace the client’s existing thirty-one (31) existing program area applications (primarily Microsoft .NET), which often supports overlapping functions, each with its own interfaces and unique outputs. The solution must eliminate the manual effort to process Accounts Receivable (AR) and Accounts Payable (AP) for a number of program applications while continuing to electronically process the $1.5 billion annually (and 100,000 transactions per year) for the fund which is currently managed via Oracle E-Business Suite. The implementation services include all the work required to prepare, modify, and configure the solution to meet solution requirements including the preparation and loading of data, system testing, applicable training, organizational change management, go-live and post-go-live support.
The Project Management Office (PMO) Lead will be responsible for tasks including but not limited to:
- PMO Leadership & Governance
- Establish, implement, and maintain PMO frameworks, methodologies, and governance standards to ensure consistent and high-quality project delivery.
- Define KPIs, performance metrics, and reporting mechanisms for portfolio management.
- Lead PMO maturity initiatives and continuous improvement efforts across team
- Project Delivery Oversight
- Oversee the end-to-end delivery of large, complex, and cross-functional projects to ensure adherence to scope, schedule, and budget.
- Ensure effective project planning, resource allocation, and quality assurance throughout the delivery lifecycle.
- Support project managers in defining clear project objectives, milestones, and success criteria.
- Risk, Issue, and Change Management
- Develop and maintain a robust risk and issue management framework across all projects and programs.
- Guide teams in identifying, assessing, and mitigating project risks and issues to ensure minimal impact on delivery outcomes.
- Facilitate escalation management and decision-making processes to resolve critical project challenges.
- Oversee project change control processes, ensuring proper evaluation and approval of scope, schedule, or budget adjustments.
- Team Leadership & Development
- Lead, mentor, and manage a team of Project and Program Managers to ensure consistent project performance and professional growth.
- Oversee onboarding, training, and development of PMO staff, fostering a culture of delivery excellence and collaboration.
- Conduct regular team performance reviews, ensuring alignment with PMO and business goals.
- Stakeholder & Executive Engagement
- Act as the primary liaison between project teams, executives, and business stakeholders, ensuring transparent communication and alignment.
- Present portfolio updates, financial summaries, risk assessments, and performance reports to senior leadership.
- Build strong cross-functional relationships to ensure successful delivery of strategic initiatives.
- Continuous Improvement & Strategic Alignment
- Drive process optimization, automation, and standardization across the PMO.
- Collect and analyze project delivery data to identify improvement opportunities and trends.
- Ensure all projects are aligned with business priorities, delivering measurable strategic and financial value.
- Within the last ten (10) years, must have a minimum of seven (7) years of broad, extensive and increasingly responsible experience applying Project Management (PM) principles, methods, techniques, and tools.
- Within the last ten (10) years, at least four (4) years of applying Project Management (PM) principles, methods, techniques, and tools experience must have been as a Senior PM of one or more large or complex IT projects.
- Must possess a bachelor’s degree. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-
for-year basis. - Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of the certificate must be provided upon request. The PMP certification is required and may not be substituted with additional
experience. - Within the last ten (10) years, must have a minimum of five (5) years experience in a PMO leadership role managing and delivering large scale, complex and multi stakeholder projects.
- Within the last ten (10) years, must have a minimum of three (3) years experience in establishing PMO Frameworks, processes and governance models.
- Must be able to provide references for all projects used to meet the Mandatory and Desirable Qualifications.
- A minimum of three (3) years experience in onboarding, mentoring and managing PM teams.
- A minimum of three (3) years experience with Organization Change Management strategies.
- A minimum of three (3) years experience with Project Risk and Issue Management, financial & portfolio management.
