Scope of Work:
Capio Group is looking for an experienced Tester to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform.
As part of the team, the Tester will be responsible for tasks including but not limited to:
- Completion of new custom modules or applications as outlined for the recommended solution.
Digital Support Services to provide Agile development support and coordination across technical teams. - Program Support services to support legacy processes while redirected Program resources support newly developed systems.
- IV&V oversight.
- Involves Identifying inefficiencies, implementing best practices, and fostering collaboration among stakeholders to ensure consistent processes.
- Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows.
- Assist with planning, monitoring, controlling, executing, and assuring quality of the Client IT Project processes and work products, including the UAT processes.
- Assist & monitor Integration, System, Regression, Performance, Security, and User Acceptance testing based on the schedule and standards before each major release.
- Assist with QA/QC Processes - Update Quality Management Plan, QA/QC Schedule, & document lessons learned.
- Assist & support with the Iterative UAT Effort - UAT Plan, UAT Training Material, and UAT Defects Log.
- Perform end-to-end testing as per the defined standards and procedures.
- Collaborate with the client’s stakeholders to perform research and analysis on functional and non-functional requirements.
- Work closely with development teams and analyze critical business scenarios.
- Develop test plan, test strategy, test cases/scripts and test summary reports for manual, integration, regression, and database testing.
- Conduct unit during the Project phase to ensure the acceptance criteria and quality assurance before each product release.
- Integration, System, Regression, Performance, Security, and User Acceptance testing will be performed based on the schedule and standards before each major release.
- Critical defects identified during these testing periods will be resolved before the release.
Support future operations phases of testing associated with change requests. - Communicate timely statuses, including any potential risks/issues to the appropriate teams to ensure completion of all deliverables within schedule, budget, and quality constraints.
- Must have a minimum of three (3) years of experience assisting a User Acceptance Testing (UAT) team for a large and complex IT system* that leveraged software development lifecycle methodologies such as waterfall, hybrid agile, etc., including experience with user acceptance test strategies, test plans, test scripts, and testing tools.
*A “large and complex IT system” is defined as:
(a) At least $20M in total project cost;
(b) A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users; and
(c) A solution that provides a secure data exchange interface with multiple external systems. - Must have a minimum of three (3) years of experience managing Quality Control and Quality Assurance for a large and complex IT system* project which includes:
(a) Maintaining the project’s Quality Management Plan;
(b) Managing QA/QC activities including providing updates to the project’s integrated master schedule;
(c) Developing, measuring, and maintaining test matrices for all types of testing coverage, reporting testing progress to plan (e.g., velocity), and providing testing metrics that demonstrate overall system quality;
(d) Identifying lessons learned for the QA/QC engagement. - Must have a minimum of three (3) years of experience implementing test methodologies, such as system testing, regression testing, and system integration testing. This experience must include creating test plans, generating, and maintaining test cases and other test-related documentation such as test results, test statuses and defects.
- Must have a minimum of three (3) years of experience assisting and managing external interface testing efforts on a large and complex IT system*.
- Must have a minimum of two (2) years of experience using automation testing tools such as SoapUI, Katalon, Selenium and Postman.
- Must have a minimum of five (5) years of experience in usability testing in addition to working knowledge of various programming languages and development platforms, sharp eye for detail and communication, reporting, and troubleshooting skills.
- Must have a minimum of five (5) years of experience performing research, analysis, and testing on applications to ensure they are aligned with functional/non-functional business requirements.
- Must possess a Bachelor’s degree (IT-related or Engineering field preferred). Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- Must be able to provide at least two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.
- Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.
- At least two (2) years of experience providing mentoring and training to staff in the areas of application analysis, test case development, test execution, troubleshooting, and test documentation.
- At least one (1) year of experience with a California state agency or department performing quality assurance and/or testing activities.
- At least one (1) year of experience with organizational change management.
