Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to provide Project Management Support Services to the Client's Monitoring Ecosystem. The primary services are to facilitate maintenance and operations (M&O) activities by working in collaboration with the product owner, program teams, ITSD staff, and system support vendors. The Senior Project Manager must have extensive and demonstrated project management knowledge, practical and relevant project experience applying Scrum and the Agile Methodology for maintaining information technology system(s), knowledge in communications management, risk management, issue management, and documentation management. In addition, the Senior Project Manager will be required to provide other support services which may include assistance with the creation of governance standards, reusable enterprise documentation, and project management plans.
The Senior Project Manager will be responsible for tasks including but not limited to:
1. Project Management
- To ensure an efficient and effective transition of Project Management Support Services (PMSS) and knowledge transfer. Provide recommendations to the client management team.
- Lead and facilitate M&O activities, including sprint management and release management processes. Maintain the M&O plans to describe the activities, resources, standards, and methodology for conducting technology solutions to maintain the client systems.
- Review the Project Management Plans and work products quarterly and provide updates to remain aligned with M&O activities and processes.
- Facilitate transitioning workload and responsibilities from the system support vendor to client program and ITSD staff. Facilitate transition between support system vendors, as needed
- Perform as needed tasks (such as contract-related ad -hoc issue reports, briefing, presentation, technical assessments) to evaluate the M&O system components and artifacts to support the clients system(s).
- Identify and monitor any technical and management risks discovered during any M&O task and provide recommendations to eliminate, reduce, or mitigate the risk/issue.
- Identified risks and updates to the risk analysis are to be included in the weekly reports or as a separate report on a frequency requested by the client.

- Coordinate staffing and other resources necessary to complete user acceptance testing prior to each system M&O release cycle.
- Provide a well-researched and clearly explained root-cause analysis for any maintenance and operation issue including, but not limited to, a description of the problem, action plan to be taken, and measures that will be taken to prevent such a problem in the future.
- Work with clients staff to submit, review, and approve work products based on established acceptance criteria. Obtain and compile feedback on work products from client staff and/or from other external agencies. Work products Acceptance Criteria, feedback matrix, meetings, reports, email communication, and updates.
- In coordination with the clients staff , approve or reject M&O work products. Maintain a timeline of work products and collaborate with the clients staff to ensure each deadline will be met.
- Provide knowledge transfer and transition duties to client project managers. Develop transition plans, guidance documentation, and reference material to support the knowledge transfer process, ensure business continuity, operational support handoff, and the transition of support to client staff.
2. Stakeholder Communications and Status Reporting
- Develop and/or assist with the maintenance Systems Status reports and presentations for client teams, stakeholders, leadership, or control agencies.
- Review and validate the accuracy of monthly Maintenance System Status reports, summarizing activities completed, operational metrics, issues and risks. Monitor M&O schedule, issues, and contingency status.
- When a deadline is at risk of not being met, communicate with the client staff to define why the deadline is at risk and what action steps can be taken to still meet the deadline.
- Participate and/or facilitate system operations level weekly meetings and engagement with both internal and external stakeholders to provide projects status reports or process improvements updates. Manage and coordinate input and make recommendations to the client as appropriate.
- Coordinate and schedule recurring monthly meetings or as deemed necessary by the client to provide contract related updates.
- Coordinate activities necessary for the scheduling and management of meetings as directed by the client.
3. Operational and Process Management
- Provide support with the analysis, planning, quality review and control, submission, and approval of long-term system operational and budget needs.
- Provide support with the coordination, monitoring, tracking and management of the schedule of multiple concurrent technology efforts in order to meet anticipated deadlines some which are legislative mandated.
- Document the key business processes, critical success factors, and metrics to gauge performance as appropriate or recommended by the client.
- Assist with defining roles and responsibilities, maintaining system operations processes, and assessing continuous improvements.
- Must have a minimum of seven (7) years of broad, extensive and increasingly responsible experience applying Project Management (PM) principles, methods, techniques, and tools. DQ1. Additional years of experience is required to achieve the maximum desirable score.
- At least four (4) years of applying Project Management (PM) principles, methods, techniques, and tools experience must have been as a Senior PM of one or more large
or complex IT projects. Additional years of experience is required to achieve the maximum desirable score. - Must possess a bachelor’s degree. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-
for-year basis. - Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of the certificate must be provided upon request. The PMP certification is required and may not be substituted with additional experience.
- Must be able to provide minimum three (3) legitimate references from previous engagements performed within the last five (5) years, providing services that are similar in nature and scope, and type of service. *The reference contact must be a representative of the company for which the project was developed and have performed a management or supervisory role. Subcontractors may not be listed as a reference.
- At least three (3) years of experience working with the State of California as a project manager for the implementation or maintenance of a large IT system (with an annual budget of $10M or more).
- At least three (3) years of experience working on an IT system that supports public health data processing, such as electronic data submissions, disease surveillance or contact tracing.
