Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to work as a part of the team on enhancing, replacing and integrating the client's existing legacy systems into a new modernized system. This new system would allow the client to streamline business processes and offer more efficient online services to users. The Senior Project Manager will manage a consultant team and provide leadership and oversight across all phases of the project, managing scope, schedule, budget, risks, vendors, and stakeholder communications to ensure alignment with strategic goals. The Senior Project Manager will also conduct technical oversight as the team will also provide technical expertise across key domains, including enterprise architecture, network infrastructure, database administration, communications systems analysis, application development and programming, quality assurance and validation, training support, and cybersecurity to ensure a secure, scalable, and high-performing system.
The Senior Project Manager will be responsible for tasks including but not limited to:
- Manage the consultant team and oversee all aspects of the scope or work.
- Work with the client to define project scope, requirements, and deliverables; monitor project activities and resources to mitigate risk.
- Participate in developing and maintaining the project plans required by the client, ensuring that all milestones and deliverables are met on time.
- Conduct stakeholder communication, acting as the primary point of contact for stakeholders, including clients, team members, and vendors. Regularly update stakeholders on project progress, risks, and issues.
- Lead and mentor the project team, providing guidance and support to ensure they have the resources and information needed to complete their tasks effectively.
- Oversee all the technical aspects of the project, including implementation and the integration of the system. Ensure that best practices are followed and that the solutions meet the project requirements.
- Work closely with the QA team to ensure that all deliverables are thoroughly tested and meet quality standards. This includes coordinating smoke testing, unit testing, and integration testing.
Collaborate with the UAT team and assist in structured testing planning and execution. - Facilitate problem resolution activities by identifying and resolving any issues that arise during the project, ensuring that they are addressed promptly and effectively.
- Make improvements, solve problems, or take corrective action when problems arise.
- Give presentations or briefings on all aspects of the project.
- Ensure that all project documentation is complete and up-to-date, including technical documentation, user manuals, and project reports.
- Provide training and support to end-users and stakeholders to ensure they can effectively use the new systems and processes.
- Conduct a post-implementation review to evaluate the project's success and identify areas for improvement in future projects.
- Implement continuous improvement practices to enhance project delivery processes and outcomes. Provide lessons learned to the client Team Leaders.
- Create and deliver a knowledge transfer plan when applicable.
- Facilitate any training sessions in accordance with the knowledge transfer plan.
Mandatory Experience:
- Within the last ten (10) years, must have seven (7) years of broad, extensive and increasingly responsible experience applying Project Management principles, methods, techniques, and tools.
- Within the last ten (10) years, at least four (4) years of applying Project Management principles, methods, techniques, and tools experience must have been as a senior PM of one or more *large or complex IT projects.
*Note: A large and complex IT project is defined as having at least $20M in total application development project cost. A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users, and a solution that provides a secure data exchange interface with multiple external systems. - Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified. The PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.
- Within the last ten (10) years, at least three (3) years of experience in managing modernization projects through all phases of the system development lifecycle (SDLC), leading technical teams and influencing business partners, demonstrating strong organizational skills and capacity to lead all aspects of project management.
- Within the last ten (10) years, must have a minimum of two (2) years of experience assisting with converting and migrating legacy data on a *large and complex IT system project.
*Note: A large and complex IT project is defined as having at least $20M in total application development project cost. A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users, and a solution that provides a secure data exchange interface with multiple external systems. - Within the last ten (10) years, must have a minimum of three (3) years of experience facilitating change control management processes in *large and complex IT system implementation
- Within the last ten (10) years, must have a minimum of two (2) years of experience developing and/or facilitating review and approval of project management plans and deliverables for large and complex IT system development projects for government agencies.

A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users, and a solution that provides a secure data exchange interface with multiple external systems. - Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
- Experience working with MS Project to manage project activities.
- Experience facilitating lessons learned and managing the resulting process improvements.
- Experience developing and maintaining a management “dashboard” using metrics encompassing cost, schedule, quality, risks, and issues to highlight items needing management attention.
- Experience working on projects under CDT’s SIMM 19 Project Approval Lifecycle (PAL) process.
- Experience delivering project solutions utilizing an Agile framework or methodologies.
