Scope of Work:
Capio Group is looking for an experienced Business Solution Analyst to provide Enterprise Project Management Office (EPMO) support services for enhancements and improvements to the client healthcare program, while following regulations set forth by the Centers for Medicare and Medicaid Services (CMS), including the Medicaid Information Technology Architecture (MITA) Framework. The client needs a range of EPMO support services to ensure projects align with strategic goals, comply with healthcare regulations and functions that help align projects, programs, and portfolios with enterprise strategy. At the direction of the client, the Business Solution Analyst shall provide comprehensive and ongoing support to the Enterprise Project Management Office (EPMO) through a range of strategic IT and non-IT services. These services aim to strengthen project execution, improve operational efficiency, and enhance portfolio oversight across the Department.
The Business Solution Analyst will be responsible for tasks including but not limited to:
1. Centralized Project Management Services
- Deliver centralized project management capabilities to oversee and strategically manage changes, risks, and issues across clients’ IT and non-IT project portfolios in collaboration with executive leadership.
- Facilitate alignment between strategic initiatives and project execution to ensure department-wide consistency and visibility.
- Development of enterprise-wide project management processes and workflows.
- Creation of project fiscal estimation models to guide budget planning and resource allocation.
- Design of comprehensive Project Manager Toolkits to support day-to-day execution.
- Development of structured Project Manager Training Modules for capacity-building.
- Establishment of project procurement timeline estimation models for effective planning.
- Creation of standard staffing (complement) matrices for new initiatives.
- Definition of project roles and responsibilities through detailed matrices.
- Implementation of the client-specific Project Management Lifecycle (PMLC).
- Formalization of the EPMO organizational structure.
- Development of processes and standards to support a Project Management Center of Excellence (PMCoE).
- Provision of expert support and guidance on the Project Approval Lifecycle (PAL).
- Implementation of a standardized project intake process for efficient onboarding.
- Enhancement of client document review and approval workflows.
- Development of project resource estimation models for future workforce and planning needs.
- Strategic support to build internal project management capabilities within the Enterprise Technology Services (ETS) workforce.
- Ensure that standardized project management methodologies, tools, and governance frameworks are applied uniformly across all client IT and non-IT projects.
- Collaborate with client programs to streamline business processes and maximize returns on IT and non-IT investments.
- Partner with data owners and system custodians to support compliance with the Medicaid Information Technology Architecture (MITA) seven conditions and standards, enabling clients to qualify for enhanced federal funding.
- Portfolio prioritization based on strategic alignment and value.
- Cross-program coordination and project alignment.
- Portfolio-level risk identification, mitigation, and reporting.
- Executive visibility into project interdependencies and portfolio-wide impact.
- Definition of future-state program portfolio visions.
- Creation of program-level PPM workflows and best practices.
- Establishment of KPIs to measure program performance and health.
- Development of program dashboards and performance tracking tools.
- Implementation of standardized program intake processes.
- Training and support to build portfolio management capacity for client program managers.
- Creation of a Program Portfolio Center of Excellence (CoE) to sustain long-term success.
- Provide experienced project managers and business analysts to lead and support complex IT and non-IT projects of varying sizes and scopes.
- Ensure delivery teams are aligned with clients' strategic goals and equipped to execute forward- looking, scalable solutions.
- Develop and implement innovative, future-facing project solutions aligned with client’s growth strategies and long-term operational needs.
- Development of governance processes to support enterprise decision-making.
- Strengthening ETS capacity for efficient and accountable project delivery.
- Institutionalizing roles, responsibilities, and escalation paths within governance structures.
Mandatory Experience:
- Within the last ten (10) years, must have at least five (5) years of experience applying analytical processes on IT
projects. - Within the last ten (10) years, at least three (3) years of applying analytical processes on IT Projects experience must have been in business systems analysis and design.
- Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request. The reference contact must be a representative of the company for which the project was developed and have performed a management or supervisory role.
- Within the last ten (10) years, at least one (1) year of experience supporting the organization by streamlining
business processes and achieving optimal value from investments. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years. - Within the last ten (10) years, at least one (1) year of experience working with data owners and system custodians to incentivize interoperability requirements of the Medicaid Information Technology Architecture (MITA) seven conditions and standards for enhanced funding. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
- Within the last ten (10) years, at least one (1) year of experience with CMS Certification goals and processes. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
- Within the last ten (10) years, at least one (1) year of experience working on a Medicaid Program and with Health Insurance Portability and Accountability Act (HIPAA) healthcare transactions. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
- Within the last ten (10) years, at least one (1) year of experience working on IT or non-IT projects for the state that are federally funded. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
