Scope of Work:
Capio Group is looking for an experienced Technical Lead with the requisite knowledge and experience to conduct, planning, analysis, design and architecture activities. The Technical Lead must also have demonstrated experience in the various approaches to project management, systems and business analysis, system development and/or replacement, analysis and IT process change activities and testing, including but not limited to: workload management, personnel management, time management, stakeholder management, operations support, documenting system rules and functional/non-functional requirements and organizational change management. The Technical Lead will collaborate with the client Project Team to work on a multi-phased projects to business, and technical services to help manage and oversee Project Approval Lifecycle (PAL) or Project Delivery Lifecycle (PDL) activities to plan, identify, analyze, design and architecture, document requirements and recommendation for the business processes and supporting systems impacted by passed legislative mandates, any new legislative mandates passed or proposed that impact retroactive project efforts, and business process improvements and efficiencies. The Technical Lead will provide subject matter expertise in industry standards and have expert knowledge of methods including governance, architect enterprise strategies for large complex programs, enterprise architecture planning, development, and management; business process design and reengineering; decision making and support for solution architecture development/management; and support the attainment of business strategy and its alignment with processes and IT strategy.
- Must possess a bachelor’s-level degree from a recognized college or university. A copy of the degree must be provided upon request. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of 9 years of experience to meet MQ #3 below (i.e., minimum 5 years + 4 additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
- Within the last ten (10) years, must have a minimum of five (5) years of experience aligning IT systems with organizational business processes. Seven (7) or more years is preferred to achieve the maximum desirable score.
- Within the last ten (10) years, must have at least three (3) years of aligning IT systems with organizational business processes experience must have been in a lead capacity. Five (5) years is preferred to achieve the maximum desirable score.
- Within the last ten (10) years, must have a minimum of three (3) years of progressively complex experience and intermediate-level skill in analysis, design, programming, and testing. Five (5) or more years of progressively complex experience is preferred to achieve the maximum desirable score.
- Within the last ten (10) years, must have a minimum of two (2) years of experience developing, testing or maintaining large management information applications. Four (4) or more years of experience is preferred to achieve the maximum desirable score.
- Within the last ten (10) years, must have a minimum of two (2) years of experience working with Oracle databases, including design, development, and tuning. Requires deep understanding of Oracle SQL and PL/SQL, and performance tuning of queries. Five (5) or more years is preferred to achieve the maximum desirable score.
- Must be able to provide one (1) end client reference* from previous engagements performed within the last ten (10) years, providing services that are similar in nature and scope, and type of service. *The reference contact must be a representative of the company for which the project was developed and have performed a management or supervisory role. Subcontractors may not be listed as a reference. NOTE: References should be available and responsive, English-Speaking and contact numbers limited to the continental U.S. only.
- Master’s degree or doctorate from a recognized college or university. A copy of the degree must be provided upon request. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
