Scope of Work:

Capio Group is looking for an experienced Business Solutions Analyst to work as part of the team on modernizing the reporting system and improving the collection, timeliness, accuracy, completeness, uniformity, integrity, and accessibility of system data to inform strategic decisions. This will position stakeholders to gain a deeper understanding of the system’s data, allowing them to improve analysis and inform policy and decision-making to enhance safety for all users. The project will include a user-friendly interface that incorporates human factor design to streamline reporting through improved data collection, enhanced data quality control procedures, greater reporting efficiency, improved integration and communication with stakeholder data systems, and encouragement for agencies that submit paper reports to use the new application to submit reports electronically. Collectively, these improvements will transform reporting and improve the quality of the system data.

The Business Solutions Analyst's responsibilities span from Contract execution through submission of the PAL Stage 4 Project Readiness and Approval. The Business Solutions Analyst performs business systems analysis and is responsible for the following:

  • Consults with business owners and stakeholders to identify, refine, and specify functional requirements, and translate functional requirements into technical specifications.
  • Conducts business process reengineering.
  • Consults with business owners, IT managers, and SMEs in the development of system diagrams.
  • Ensures all deliverables, where applicable, are completed in accordance with the State’s and client’s applicable business and IT documentation standards and requirements, including format and content.

Mandatory Experience:

  1. Within the last seven (7) years, must have a minimum of five (5) years of experience applying analytical processes on IT projects.
  2. Within the last seven (7) years,  must have a minimum of three (3) years of experience in business systems analysis and design.
  3. Within the last seven (7) years,  must have a minimum of three (3) years of experience soliciting and documenting business and technical requirements for projects of a similar scope and technical complexity.
  4. Must possess a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  5. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Within the last seven (7) years, experience applying analytical processes for a large-scale IT project for a law enforcement agency.
  2. Within the last seven (7) years, business analysis experience for PAL Stages 2, 3, and 4 for a State of California project that led to CDT approval.
  3. Possession of a bachelor’s or advanced degree (master’s or PhD) in an IT-related field. A copy of the degree must be provided upon request.
  4. Possession of a current PMI International Institute of Business Analysis (IIBA) certification. 
    A copy of the certificate must be provided upon request.
  5. Possession of a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of the certification  must be provided upon request.
